CHART Barbados, Ministry of Health, was established in September 1, 2003 with a Training Coordinator Ms. Wendy Sealy and was officially launched October 12, 2003 by the Dr. The Hon. Jerome Walcott. Since its inception CHART Barbados has provided training for over 500 healthcare professionals in Barbados and the OECS.

CHART Barbados Structure and Management

The National HIV/AIDS Commission a high level multi-sectoral body with representation of various government sectors and civil society overseas the performance of the National HIV/AIDS programme and provides overall policy direction and forges  multi-sectoral collaboration between core implementing Ministries and stakeholders. The NHAC Secretariat is headed by the Director who is assisted by a Deputy Director and Assistant Director. The Commission’s major function is to advise Government on HIV/AIDS policy.  The Ministries of Health, Education, Youth Affairs and Sports, Labour, Home Affairs, Social Transformation and Tourism are identified as the core implementing Ministries for the National HIV/AIDS Response.

The Ministry of Health within the context of the National AIDS Programme (NAP) is responsible for prevention, care, treatment and support services. The HIV/AIDS programe of the Ministry of Health is divided into the following subprogrammes:

  • Prevention
  • Treatment
  • Care and Support
  • Management
  • Research/Monitoring and Evaluation

The NAP is headed by the Senior Medical Officer of Health of Communicable Diseases (SMOH-CD) who reports directly to the Chief Medical Officer. The HIV/AIDS Programme of the Ministry of Health consists of the following departments:

  • Ladymeade Reference Unit, Clinic and Laboratory
  • Psychology and Counselling Department
  • Community Health Education Department
  • Domicillary Care
  • Sex Worker Project
  • HIV/AIDS Foodbank
  • National AIDS Hotline
  • Elroy Phillips Centre
  • CHART Barbados

The CHART Training Coordinator reports directly to the SMOH-CD, but collaborates with the Director Consultant of the LRU who is also the Medical Director of CHART on technical matters regarding the implementation of training activities. CHART collaborates with all departments within the programme as well as those within the general health systems to develop a number of programmes including VCT, Clinical Training for physicians, nurses and pharmacists as well as laboratory training. There is ongoing collaboration with the Ministry on the PMTCT programme as well as the implementation of a series of training workshops for the introduction and final draft of a Tb manual for Barbados which will be published later this year. CHART Barbados is also the site of a Pilot Clinical Mentorship Training for the OECS. 

CHART Barbados National Training

The CHART Barbados training plan responds to two national-level programme areas.  The primary is “Treatment and Care for Persons Living with HIV,” and the secondary is “Prevention and Control of HIV transmission.”  In addition to aiding in the national response to HIV/AIDS, CHART Barbados contributes to the regional effort by serving as a resource for tuberculosis, laboratory, and clinical management trainings and mentoring.  In particular, CHART Barbados provides resources and technical support to the Organization of Eastern Caribbean States for Clinical Preceptorships.

CHART Barbados has initiated and facilitated trainings in the following areas:
  • Clinical Management of HIV and AIDS for Physicians in Barbados
  • Clinical Management of HIV and AIDS for Nurses in Barbados
  • ARV Management for Pharmacists for Barbados and the Organization of eastern Caribbean States (OECS)
  • TB Prevention and Control Management : Manual Development and Training for Barbados
  • Prevention of Mother to Child Transmission (PMTCT) Curriculum Development and Training for Barbados
  • Clinical Mentorship Programme for Barbados and the Organization of Eastern Caribbean States (OECS)
  • Laboratory training in Flowcytometry techniques for the Caribbean region
  • Caribbean Partnership for Nurses in HIV and AIDS Care for the Caribbean Region
